The Hong Kong PhD Fellowship Scheme is open to international students to pursue a PhD in Hong Kong, China. The Hong Kong PhD Fellowship Scheme was established in 2009 by the Research Grant Council of Hong Kong (RGC) with the aim of attracting excellent students. from around the world to study in doctoral programs at universities in Hong Kong.
The Fellowship provides an annual stipend of HK$325,200 (approximately US$41,690) and conference and research related travel expenses of HK$13,600 (approximately US$1,740) per year for each awardee for a period of up to three years. Degree Fellowships 300 PhD scholarships will be awarded in the 2023/24 academic year.

The Hong Kong Doctoral Fellowship Program for International Students offers recipients the following benefits:
- Annual salary HK$325,200 (approximately US$41,690)
- Conference- and research-related travel expenses of HK$13,600 (approximately US$1,740) per year for each awardee for a period of up to three years.
- RGC does not charge any application fees for (HKPFS). However, universities may charge application fees or other administrative fees.
